Public Hearing and Opportunity for Public Comment

The Forsyth County Environmental Affairs will hold a public hearing on Tuesday, September 15, 2009 at 10:00 am in the Environmental Affairs Department at 537 N. Spruce St., Winston-Salem, NC. The hearing will include the following proposed repeals and modifications to Chapter 3 of the Forsyth County Air Quality Control Code and Air Quality Ordinance and Technical Code.

Any person may appear before the Environmental Affairs Board and bring representatives, consultants, and witnesses to be heard relative to the code modifications, provided advance notice is given to the Department Director of such matter to be considered.

Additional information on these issues is available for public review at the Forsyth County Environmental Affairs Department, 537 N. Spruce Street, Winston-Salem, North Carolina. The public comment period begins today and ends on September 15, 2009.

The following rules are proposed modifications in Subchapter 3D Section .0500 - Emission Control Standards: .0521 Control of Visible Emissions; Section .0600 - Monitoring: Recordkeeping: Reporting: .0614 Compliance Assurance Monitoring; .0900 - Volatile Organic Compounds: .0901 Definitions, .0902 Applicability, .0909 Compliance Schedules for Sources in New Nonattainment Areas, .0932 Gasoline Truck Tanks and Vapor Collection Systems, and .0952 Petition for Alternative Controls for RACT; Section .1200 – Control of Emissions from Incinerators: .1208 Other Incinerators; Section .1400 – Nitrogen Oxides: .1404 Recordkeeping Reporting: Monitoring; Section .2400 – Clean Air Interstate Rules: .2402 Definitions, .2404 Sulfur Dioxide, .2405 Nitrogen Oxide Emissions During Ozone Season, and .2412 New Unit Growth; Subchapter 3Q – Air Quality Permits, Section .0100 – General Provisions: .0102 Activities Exempted from Permit Requirements; Section .0300 – Construction and Operation Permit: .0304 Applications; and Section .0900 B Permit Exemptions: .0902 Temporary Crushers. The following rules are proposed repeals in Subchapter 3D, .0900 - Volatile Organic Compounds: .0953 Vapor Return Piping for Stage II Vapor Recovery, and .0954 Stage II Vapor Recovery.
