Public Invited to Comment on Proposed Block Grant

The Low Income Home Energy Assistance Program (LIHEAP) provides heating, crisis, and weatherization assistance. States are given broad latitude under block grant funding to design and operate their own programs, under certain restrictions. Last year 188,103 North Carolina households were assisted using funds from this grant. This year’s block grant amount is estimated to be $99 million. The North Carolina Department of Health and Human Services will finalize the plan after the General Assembly approves allocation of the funds for State Fiscal Year 2017-2018. Use of the funds for allowable services may vary each year, depending on the plan approved by the legislature.

The written plan may be obtained from June 19-23, 2017 at the following locations:

  • Any of the 100 county departments of social services,
  • Online at http://www.ncdhhs.gov/dss/pubnotice/index.htm.
  • The N.C. Division of Social Services Central Office, Hargrove Building, Dorothea Dix Campus, 820 S. Boylan Ave., Raleigh, NC, from 8 a.m. to 5 p.m., Monday through Friday.
  • The public hearing will be held on Friday, June 23, 2017, from 12:00 p.m. to 1:00 p.m. at 820 S. Boylan Ave., McBryde Building 1st Floor Conference Room 151, Dix Campus, Raleigh, NC.
